In a recent system Vertex would not start every time. The solution in this case was:
Use the sfc /scannow command in the Command Prompt (run as administrator) to check for and repair corrupted system files.
If the problem is specific to the .NET Framework, you can use the .NET Framework Repair Tool, which is available from Microsoft.
